Formålet med Rammeaftalen er at foretage målekampagner af Banedanmarks og Sund& Bælts jernbanenet, der skal udlede information til brug for den løbende vedligeholdelses af skinner og køreledninger. Målingerne bidrager herefter til analysen af hvad der blandt andet skal sporjusteres, slibes, fræses samt hvilke køreledninger, der kræver en vedligeholdelse eller udskiftning.
