De scope van de werkzaamheden is gespiegeld aan de scope van de SDE++ regeling, het Tweerichtingscontract (CfD of Contract for Difference) en de SCE-regeling of aanpassingen en de toekomstige opvolgers daarvan. Een verbreding van deze regelingen of juist versmalling ervan leidt ook tot verbreding respectievelijk versmalling van de opdracht. De CfD wordt naar verwachting in 2027 ingevoerd en toont voor de advieswerkzaamheden een grote mate van gelijkenis met de SDE++.
