The Norwegian Directorate for Culture (Kulturdirektoratet) administers five subsidy schemes to strengthen the language, culture, identity, and self-organization of national minorities. The national minorities in Norway are Kvens/Norwegian Finns, Forest Finns, Romani people/Taters, Roma, and Jews. These schemes are key instruments for active civic participation and the strengthening of language and culture.
