Kuopion kaupunki pyytää osallistumishakemuksia Kuopion stadionhankkeeseen. Hankintamenettely toteutetaan kilpailullisena neuvottelumenettelynä, koska hankintayksikkö haluaa arvioida markkinoilla olevia erilaisia toteutusvaihtoehtoja ja ratkaisuja ennen lopullisen hankintaratkaisun määrittämistä. Menettelyn aikana hankintayksikkö käy neuvotteluja tarjoajien kanssa, tarkentaa hankinnan sisältöä sekä voi vaiheittain karsia vaihtoehtoja ja osallistujia.
