Für die Deutsche Marine sind über eine Rahmenvereinbarung bis zu 20 baugleiche Hafenschlepper mit Arbeitsdeck der Klasse 724, die den Vorgaben einer anerkannten Klassifikationsgesellschaft und der deutschen Flagge entsprechen, aus einer bereits laufenden Serienproduktion neu zu beschaffen. Dabei ist über den Einsatz als reinen Schlepper hinaus eine zusätzliche Verwendung als "flexibler Fähigkeitsträger" beabsichtigt, welcher die Aufnahme von zwei ISO 20-Fuß-Standardcontainern bzw. vier ISO 10-Fuß-Containern und eine technische Seeausdauer von mindestens sieben Tagen ermöglicht.
