Predmet nabave je opskrba električnom energijom, specificiran i određen vrstom i predviđenom (okvirnom) količinom u Troškovniku i Prilogu I. – Mjerna mjesta, tarifni modeli i obračunski elementi, a koji se nalazi u prilogu. Gospodarski subjekti nude predmet nabave sukladno Općim uvjetima za korištenje mreže i opskrbu električnom energijom (NN 85/15 i 49/20, 104/20, 80/21 te eventualne izmjene) pridržavajući se Zakona o tržištu električne energije (NN 111/21) i ostalih propisa koji reguliraju ovo tržište.
